Andrew Hamilton f233638bdd Revert "Run all the jobs at a low priority" 
This reverts commit 43e61b538b.

That change caused problems. For example, more jobs running
simultaneously than there should be.

Installation

To run vigil: (Tested in Ubuntu 15.10)

# git clone https://github.com/ahamilton/vigil
# cd vigil
# ./install-dependencies
# ./vigil <directory_path>
